Fr. Z. said he always says it in Latin, but nowhere is this required. The two forms appear side by side. What you have above for the second form is his translation of the English. However, the official English translation is somewhat different: "By the authority which the Holy See has given me, I grant you a full pardon and remission of all your sins in the name of the Father, + and of the Son, and of the Holy Spirit.
